Adopting a pet is a big decision—especially when you see the label “Foster-To-Adopt” on an animal’s profile. What does it mean? It might sound like adopting an animal with that label could be complicated, but at the PEI Humane Society, our Foster-To-Adopt program is designed to make the transition to adoption smoother, less stressful, and more compassionate—for both you and the animals in our care.
What Does “Foster-To-Adopt” Mean?
Each year, we care for more than 1,500 animals. To keep them healthy and happy while managing our limited space, we introduced the Foster-To-Adopt program. This initiative allows animals to leave the shelter and settle into their forever homes before certain medical needs—like surgeries or other procedures—are fully addressed.
For many reasons, some surgeries, tests, or other procedures may be delayed or scheduled several weeks out. Rather than keeping an animal in the shelter to wait for their surgery or treatment, we send the animal home with a loving family who will eventually adopt them. Once the required procedure is completed (usually a spay/neuter surgery or dental work), the adoption is finalized.
Why Is This Good for the Animals?
Life in a shelter can be stressful, especially for animals waiting on medical procedures. The animal may be otherwise healthy, but because they need to see a vet, their adoption may be delayed. By going home sooner, animals get to recover and adjust in a peaceful, loving environment instead of staying in a kennel. This reduces their anxiety and promotes faster healing.
Being in a real home also gives us valuable insight into the animal’s behavior and personality, helping us support both you and your new pet through the transition.

You’re already their forever home: From day one, the pet is yours. You bring them home, bond with them, and begin life together. The only difference is that the paperwork is finalized after their medical needs are completed.

Can I back out if it doesn’t work out?
Yes. While rare, if it turns out the pet isn’t the right fit, we’ll work to find a new match and bring the animal back to the shelter.
Will I have support during the foster period?
