How Animal Protection Officers Approach Complaints
At the PEI Humane Society, Animal Protection Officers play a vital role in safeguarding the well-being of animals across the province. One of the most common responsibilities of Animal Protection is responding to public complaints about suspected animal neglect, abuse, or violations of municipal bylaws, the Animal Welfare Act, or the PEI Dog Act. But what happens after a complaint is made?
To help shed light on this process, we’ve created a flowchart that outlines a typical approach to handling welfare complaints under the Animal Welfare Act.
It’s important to note that no two cases are exactly alike. While the flow chart offers a general guideline, our officers rely on professional discretion and may deviate from this process when appropriate, depending on the unique circumstances of each case.

Initial Steps and Confidentiality
When a complaint is received, the first priority is to review the information thoroughly and discreetly. Both the complainant and the accused party remain confidential throughout the process. Protecting the identity of all individuals involved is essential—not only for the integrity of the investigation but also for the safety and well-being of the people and animals at the heart of the complaint.
The Role of the Complaint Database
Animal Protection Officers also draw on a secure internal database that tracks the history of complaints received. This database is an important tool in the early stages of any investigation. It allows Officers to see whether there is a pattern of concerns associated with a particular address, individual, or animal. Having this historical context enables our team to make more informed decisions and ensures that no previous complaints are overlooked.

Every case is handled with care, professionalism, and a commitment to animal welfare. While the process can be complex (and sometimes lengthy), the mission remains simple: to protect animals and ensure they live safe, healthy lives.
